Whatever works for you. If you are more awake in the morning do it then and if your more awake in the afternoon do that. Also whatever works with your schedule. The temp doesn't affect you since you are inside in an air conditioned space. I would probably say that it would be less crowded in the afternoon block because that's at dinner time for most people but who know's maybe it's different where you are. Good luck!
go in the morning, it will be less crowded
although if you want to meet someone new the later time would be better : )
-go in the morning if you eat breakfast late... if you work out in the morning before you eat it's better because you burn food off from the night before
-5:30-6:30 would also be good because you burn off calories from the whole day
