Nah, your Normal, if you weighed a few pounds more you would be slightly overweight, but right now you're fine.
No, dear, you're not.

"Fat"- short of being unheatily overweight (obese) or scary thin- should be determined by how you feel. Are you comfortable in your body? If you are, or can be with a little time, let it go, but still try your best to live a healthy lifestyle. A little extra weight gain is natural at cetain ages, but if you feel uncomfortable or think there may be a medical reason behind it, take action!
Even though you may not be fat. (You are not) You may feel fat. So if losing a few pounds will make you feel better for yourself, then go ahead and do so. As time goes on in life, it becomes harder and harder to stay the same size. You usually start putting on weight the older you get, so if you feel that maybe gaining 20 pounds wasn't so fun. Try losing 5 or 10 and I am sure you will look even better. Size 9 is not at all fat it is actually well below the average womans size of 14. (I think I read that somewhere) So do what you feel will make you feel better, but know that you are not fat. :)
I would say that you're a little overweight. I say this because I'm 5'1 and 140, and I think I'm overweight, but not exactly fat. I think I look fine anyways. Think of it as curvy, and believe me..if you're a girl, guys do like curves :)
According to body mass index charts, you are about 7lbs overweight. You have a bmi of 26.2 If you lose 7lbs your bmi will be 24.9- the high end of normal, but still normal. Don't stress too much though, 7lbs can be dropped easily, with moderate exercise and eating healthier. Don't do anything stupid like starve yourself!

* Underweight = <18.5
* Normal weight = 18.5-24.9
* Overweight = 25-29.9
* Obesity = BMI of 30 or greater
