The best way to lose all-around weight is through cardio --- such as jogging, walking, jumping rope, swimming, etc. Anything that gets your heart rate up for AT LEAST 20 minutes minimum.
As for targeting your legs, butt and hips for toning --- lunges and squats should do the trick. There's plenty of precise info on the net for how to do them.
So if your toning your lower half, why not tone that waist too? Crunches along with cardio and good eating habits = six pack.
And if you wanna light upper-body workout --- just add in normal pushups and tricep pushups. You can search online for those too, shouldn't take too long.
These exercises are what we do in boxing. Since I started that half a year ago or so I've really toned up.
Good luck! But as for losing excess weight in your legs, butt and hips... if you had time to only do one of these exercises... I'd say make sure you get at least a 1/2 hour of cardio in 3 - 4 days a week and for sure you'll start noticing a difference.

The most effective way to lose weight is with an exercise routine and diet that you're willing to stick to. I walk briskly nearly every day and eat a very sensible vegetable based diet. It's very effective. I'm diabetic, so I kinda have to.
The best way is to do regular running and yoga...Firstly, it will appear difficult but afterwords, it will be very easy for you. I too have seen the results....;lost 12 kgs in 2 months..
Best of luck
if i were you, avoid scraping your shoes when you are walking, this will encourage your legs especially your thigh to do more exercise and reduce the fat under your skin and turn them into muscle...but don't worry, this will not cause your leg to become muscular. urm.as for your butt, i really don't have any idea.however, try not to sit down immediately after you run or after any exercise. it will cause your butt to become bigger. what about your hips? sit up normally will do the tricks. practic it in your daily life, try to do 20 sits up perday..but of course you have to start it by 5 or 10 times perday...if you don't want to hurt yourselve. :) another way is...try to eat lest.(i know this is hard) don't eat when you are about to go to sleep. cut your snack with fruits or vegetables. whenever you feel to grab something to eat.replace them with your fruits instead...and after you finish taking your meal, eat any fruits, this will reduce your intensity to eat more. the last one is...make a trip to any dvds or vcds stores and buy a few of aerobic videos.and dance everyday!..this method is more enjoyable if compared with the previous. the most important is you must exercise! try to move a lot rather than sit down and watch television. or you can encourage yourself by window shopping all those fancy clothes that you would like to wear...after you have lost your weight...some kind of psychology method...and hey, it works.! i tried before...:)
