That's actually a great waist to hip ratio (27/37=.729). My psychology professor was doing research and found that .7 has been the ideal for models over the years (from Marilyn Monroe to Twiggy being close). So you have a great shape, my ratio is about the same as yours and I'm healthy and active

Pear shape is a pretty general term. It means hips larger than bust and wider than shoulders. You probably have small breasts and it sounds like you have large hips. I wouldn't worry about it. It doesn't sound like you are unhealthy or anything. Your waist does not sound wider than your butt. That must be typo.
I am 5foot9 and 140 lbs is pretty average.

Buy tops in slim [ not tight ] fits with hems from hipbone to about 4 inches below.Empires, v-necks, scoop necks, or boatnecks, and textured turtlenecks.
Skirt bottoms in A-lines - not pencil, not super full, are best.
Low-rise, flat front, boot cut pants are best - avoid gathers, pleats, cuffs, or tapered.
Dresses in Empire waist, or ruched look great.
Swimsuits in v-neck, wide set straps, brighter top/darker bottom are good. No boy leg or super-hi cut legs.
PS: 5'9" and 37 inch hips is pretty skinny - try building up shoulders, chest and arms with pushups, pullups [ underhand and overhand ] and some light weightlifting.
Caution- pears tend to gain more weight in their butt/hips, so maintain normal weight [ 130 - 155 ].
