Try a new program, exercising is the best, just follow a routine and don't go out of it or ahead of it. And follow it, don't break it in a couple of days.

I don't think you can target specific areas. But if you stick to some kind of exercise and diet, your whole body will benefit from shedding some pounds.

Hmmmm...this is tough because if you go on a diet you often lose the chest first.
I am going to suggest that they only fast and truly effective way to do this is surgery. But I am not suggesting this or recommending it.

Well you can't do them at the same time, but I would go on a low-carb diet. Like no white bread, 7 grains or whole weat instead. And as a snack no junk food, I 'd try sugar free jello it's a free food. Water and no sodas. And for the bust area I would drink lots of milk like 1 or 2 percent, and lots of vitamin E.
Drink 2 to 3 glasses of 100% whole milk a day. Exercise normally. Avoid caffine and coffee and smoking. Avoid everything labled "diet". Wear loose fitting bras - tight ones compress the breast tissue, while looser ones allow the breast to grow and fill itself out into a new size.
Of course, if you want the ultimate crash course, get pregnant... I can guarantee you will lose face fat though...
