Of course you can get your stomach back. My mother had four children, the last one when she was forty, and she still has the most amazing hourglass shape into her sixties. THis was achieved through yoga, which is great at getting your original shape back. This would also help you legs, as what you need to do there is to excercise them and build up the muscle. As you do that the fat will also go to your legs to make them look more normal. I had the same problem with my legs and I started to go to Capoeira classes (a brazilian martial art). Any martial art classes will be good for this as there is usually a lot of aquatting involved. I would forget about dieting, as your fat build up has nothing to do with overeating.
Ps. If you breastfeed your baby, this will help your figure get back to normal, as most of what you piled on during pregnancy was to build of nutrients for your breastmilk. I hope it all goes well.
There is no such thing as target wieght loss or gain. Your body will decide where it wants to lose the weight on its own. However, generally the stomach is one of the first things to lose, apparantly not in your case, but if you continue to do cardio, ab and strength exercises, you will lose the weight from your stomach by losing overalll body fat. As for your legs, the only way to really gain weight in the legs is to do lots of strength exercises for the legs. That way you develop muscle there.

You can continue to lose weight, and hope that eventually your body will return to burning fat off of your stomach eventually, and in the meantime build up the muscles in your legs to make them look less skinny.

Assuming your calorie intake is appropriate the rest is easy. In order to contine to loose weight you must add cardio work to your plan. About 30mins to an hour five times a week of running, swimming, fast walking, aerobics, cycling etc etc will take care of extra fat.
To keep sexy and improve your sexy legs you need to add resistance training i.e weight training. The best excercise for your legs is the 'squat', any gym will have the expertise and equipment to help you with this.
