Just as you cannot spot lose fat, you cannot spot gain it. You can work the pectoral muscles and your glutes (chest/buns) and build them up to help make those areas look larger, but gaining weight otherwise (fat) will put it all over your body or wherever your body is predisposed to store it...ya cannot direct it to certain areas (if that were only true!)
you can't decide where it goes, genetics does that for you. I can't make my @$$ bigger and I've tried everything. Also when I lose weight, I can't lose ANY from the boobage!
