First off you need to make the difference between fat and flab.
Fat is of course fat, but flab is simply muscles that have gone all soft giving the illusion of fat.
If it's fat, you need to exercise and do a lot of cardio as you can't spot reduce one area. Remember kids, working out is a whole body experience whether you like it or not.
If it's flab then I suggest you get some light weights and start working out using them. High reps and low weight will give you tone.
if you arms are hard, they are muscular. If they are pudgy then they are mostly fat. You can do pushups against a wall. They wont' get too bulky
by lifting weights (about 5-10lbs) and doing push ups

The best way would be to lift weights. Do about 10 reps pf two or three different types of lifts and you should be fine in a couple of months

I will say diet and exercise both, but I will tell you by experience that I have been over weight most of my life and my upper arms are big. I have lost but I still have the hanging at the bottom. I just really dont think a large person ever gets rid of that. I work out at a gym including water aerobics and my arms are still large and I have some hanging fat at the bottom and their are plenty of other women there that are in the same boat that I am in. But I still keep trying.
swimming really tones up your arm (and your whole body) but one of the top places that it targets is your arms..so get in the pool now! :]
