Yes, leg lifts. Lie on your back, and lift your legs 1 inch off the floor. Hold for a count of 10. Lift legs higher, to a 45 degree angle. Hold for a count of 10. Lift straight up to a 90 degree angle. Hold for a count of 10. Slowly go back down to a 45 degree angle. Hold for a count of 10. Back to within 1 inch of the floor. Hold for a count of 10. Rest. It's important to lift as slowly as possible and no drop your legs between changes in position. Do as many sets of these as you can at least twice a day. It will make your lower abs rock hard.
Another exercise you can do anywhere are lower ab squeezes. Pull you navel in toward the center of your stomach ( tightening your lower abs) as far as possible and hold as long as possible several times a day. These are good because you can do them while sitting or standing and it's not really obvious that you are exercising.
*Try doing more sit ups, crunches, also Pilates work great. I do leg lifts everyday, and I started to see results in about 1 week. Just keep at it, and eat healthier*

Here are a few more tips if you want to use them if you don't already:
-Drink more water, 8-10 glasses of water everyday.
-Cut down on the carbs (there's good, and bad carbs.The bad cars are chips, sodas etc.), fats, and sugars you consume.
-Try to eat more fiber, protein, and have some wheat too.
-Lift weights, the more muscle you have the more calories your body burns.
-If you feel like you are hungry try to have some water, but if you want food, then try to snack in between meals only have fruit and veges, apple, carrot sticks, remember try to eat an apple and banana a day.
-I suggest taking out all fizzy drinks and juices.
-Have a good breakfast. Breakfast is so important.
-Eat lean meat.
-I started swimming every morning about 3 weeks ago before I ate breakfast, so far I have lost about 20 pounds of fat, and have gone down 2 waist sizes. I look, and feel way better because when you do a form of cardio exercise before you eat, you are burning the stored fat (stomach, and everything else), other than burning the food you just ate. Plus swimming burns fat, and tones up your muscles. 2 In 1!

Do reverse crunches where you lay on your back, cross you feet at you ankles, lift your legs in the air and lift your butt and legs off the ground.
try crunches...they work magic...i do 50 every day
do 25-30 crunches/sit ups an day and your stomach muscles will grow and the fat will eventually go away.
i dunno i tried everything lyk cruches and push up and other leg lifting but noon seems to work i used to be on a swim team and that time i had abs so i guess swimming helps
Sounds like all you really need to do is tone up the area. This site should help you...there's videos to show you how to do the exercises...and it tells you which exercises you can do for your lower abdomen.

I, also, used to have this problem. You can't lose the fat by doing ab exercises alone & that lower stomach fat can be stubborn! There are great exercises for abs...period, but you can't just target your lower abs. Unfortunately, there are a lot of myths about losing stomach fat. One exercise that targets the stubborn stomach area is called The Bicycle. To do The Bicycle, simply lay on the floor pressing your lower back to the ground. Your hands are beside your head. Bring your knees to an approximate 45-degree angle and slowly go through the motion of pedaling a bicycle. Your left elbow will touch your right knee and then your right elbow will touch your left knee.
