Umm if you eat 400 calories a day you will probably be dead by September 1st. Losing 13 pounds in 28 days is "easy" and accomplishable without starving yourself. I have been trying to lose ten pounds by the 18th for a party, and so far I have lost 3 pounds in a week, which is a good goal.
You should take away 1000 calories from what ever number of calories you are eating. For example normally I (20 years old, 143 pounds when I started) eat around 2000 calories a day. It can easily be more if I eat fast food or icecream. So I cut my caloric intake to 1200 calories. (Because I read you don't want to go below 1200 w/o consulting a doctor).

Just enter your weight and 1 minute. For me, by playing basketball for 1 hour against my boyfriend, I can burn 486 calories. Then, I run with my dog at night a two -10 minute miles, which burns 204 calories for me. Sometimes I try to run in the morning as well for another 204 calories. So, that leaves me with a NET total of 510 calories consumed for the day. Of course you are burning calories just by walking around etc, but I don't count those.

Just by dropping 1000 calories per day you can lose 2 pounds a week. By adding that exercise you can lose 3 - 4 pounds a week.
As for food - I shop for healthy foods that also taste good - I don't get chocolate or soda but don't deprive myself a good meal. Counting the calories is easiest for me. I drink ONLY water (lots of it) and have skim milk in my ceral, orange juice or apple for breakfast occasionally.
If you are dedicated, simply by doing an hour of exercise (running - 700 calories) and cutting calories, you can lose the weight safely in 28 days.
As for push ups and such - those activities aren't the best for dropping calories, however if you have the dedication to do them - they build muscle - which takes your body more calories to uphold.
