Exercises will NOT help sagging breasts at all. The actual breast is fat and only stays perky for so many years then everyones starts to sag. There is no way you can replace the breast fat with muscle. Yes, you can work out the pectoral muscles---but those are behind the breasts. You could have fabulous pecs----but your breasts would STILL be all fat and sagging. The only way to make your actual breasts NOT sag---are implants. The surgeon would take out the fat, cut excess breast tissue, insert the implant of your choice and voila! 18 year old-looking breasts!
My suggestion first---invest in some REALLY good bras. I know, they only make your breasts look great while you are wearing them---but they are a LOT cheaper than spending thousands of dollars on implants that are NOT covered at all by insurance.

While improving your pectoral muscles will actually lift your breasts a little, this will not return your breast to 18yr old status.
On a side note, speaking as a breast man, don't get to wrapped up in a little sag. Women are constantly seeing themselves a lot worse than the men in their lives. Implants are not all that impressive for a lot of men. If you had large breast a reduction may be a better choice. My wife went from a sagging DD to a pert C. I was happy before and now we are both happy. She has less pull on her shoulders, perky breasts, and I still have REAL breast to enjoy. I find hard, bloated fake boobs to be unattractive and physically dangerous.
