How come I'm losing inches, but scale won't budge?

Because muscle weighs more than fat. It is average for you to lose inches like you have...not really bad or good. Try harder and you will be pleased with your results.
I lost weight and very little inches. I think its the amount of muscle vs the fat layers on our body everyone loses a different way.
That is good, you are losing lots of fat and replacing it with a bit of muscle(which weighs more than fat).
I wouldn't worry about the scales, if you've lost 3 inches you've lost weight. After all people try to lose weight because it makes them thinner not because they want to lose actual weight. If a really skinny person weighed 20 stone they wouldn't bother losing weight because they actually look really skinny. It's probably a lot of water weight anyway. As long as you're happy with what you've lost.
It's great. You are building muscle, which weighs more than fat. And the more lean muscle you have, the higher your metabolism. Thus the easier to lose weight and keep it off. I don't know what you're doing, but keep it up.

if u are doing exercise, or weights aswell, u might be cancelling out the weight u are loosing with weight from muscles.

Everyone says muscles weigh more than fat, but the more accurate statment is muscle is 3 times as dense as fat.
This means that a pound of muscle takes up a 3rd of the space that a pound of fat takes up or 3 pounds of muscle takes up the same amount of space a 1 pound of fat.
So let's say that you lose 1 pound of fat and gain 1 pound of muscle--> the scale won't budge, but you'll shrink.
If you lose 2 pounds of fat and gain 2 pounds of muscle, you will really lose inches, especailly on your waist and hips.
