Well. umm. Exersice and good proper diet. you eat around umm 1.5 caloires a day. cut it to 1000. eat more proteins. do simple exersices. Dont like to run? Just do 100 sit ups. and its be hard for beging and you will see that you will lose the weight.
basically just play a sport or run around for a while. It dosnt have to be 60 minutes a day for a beginner. once you feel confident then you can upgrade your exercise time. Join a 16 and under gym.
Eat healthily and drink water. If you dont like the tast of water then customize it abit by adding orange juice or something =] you will feel the differant inn a week or 2
I have no clue on how tall you are... but you probably grow and that is why you gain the weight. Exercise and eat right. 30 minutes of cardio 4 or more time a week.
