Does squeezing/flexing your muscles and doing movements (like lifting a "pretend" weight) have the same effect

No contracting opposing muscle groups simultaneously will not have the same effect and the reason is because of Reciprocal Inhibition.

Reciprocal Inhibition: Whenever you contract a muscle, the body will naturally inhibit contraction of the opposing muscle group. This prevents wasting energy from the equivalent of "stepping on the accelerator and the brake at the same time".

With this happening, you will not get the required amount of force out of either muscle in order to stimulate muscle growth.

Air doesn't weigh anything so you can't just pretend to lift something heavy and build muscle that way.
I can't see how muscles can be trained to lift more without even lifting anything.

If anything the most that you'd be doing is toning the muscle, but I'm sure that it'll take a lot longer than using weights.

No it doesnt. It is good to squeeze and flex without weight to keep your muscles in tone, but you need to lift weights too. When you lift weights, your muscle gets tears and it is later filled back in, that is why when you work out alot, your muscles get bigger, because the new fillings increase the size of the muscle.
