Cardio is the best way to tone up your midsection followed by crunches. Find the book abs diet, works great!
The old tried and true crunches or sit-ups are the best way to go...no need to buy a book for that...though hateful they work! lol

If it is soft, and unflat, crunches will make it strong, and pull it it a little.
To really flatten it, you need to pull it in and breathe repeatedly until it burns a little. Relax and repeat. The muscles go across, and there is no other way to work them.
Trunk twists, and twisting crunches, also help with the side of your waist, and help flatten it some.
