I would like to lose 17-20 pounds of fat and tone up, is this plan a good idea?

Be careful with the amount of weight you use with leg lifts. I know something as simple as lunges caused my knees to start hurting after only six weeks of mixing lunges and running together.
I had a friend that reported the same problem after doing leg lifts one day and jogging the next. The main thing is you don't give your legs any downtime which can lead to breaking them down.
So leg lifting, mixed with walking, mixed with stationary bike, could overload your knees.
I'd say just stick with walking and biking, but replace the leg lifts with possibly the elliptical or jogging.
Get a good quality jump rope and use it for about 30 minutes per day.
Eat a lot of protein (like baked chicken, turkey, fish, beans) and salad. Eat fruits and vegetables.
