Sure you can. Try these exercises. Hand bells with medium weight to start and get stretched out and used to before moving on to heavier weights.
Palms downward, hand bells gripped, and held out straight, curl them slowly downward, then raise slowly just passed level. If you do these too quickly you can damage your carpel tunnels and tendons, so take your time. Three sets of 10 to 15. Roll your wrists over and repeat. You can vary this exercise by either holding your arms straight out to the front or sides, and in a fully seated up right position lay your forearms on your thighs allowing your hands to be just passed your knees. This position allows you to isolate the wrist and really use heavier weights. Using a cable pull down with a short pull down bar, do the same exercises while standing with the your arms straight down in front of your and the cable near or on your chest and roll the bar up and down. I like to carry a tennis ball around a squeeze it. Squeeze the ball, contract fully and relax, continue.
The killer of all is to take a short bar or thick dowl rod, attach a line that you can attach weights, with arms straight out, hands holding the bar, weight just off the ground, begin rolling the bar, taking up the cord and raising the weights. Works the bar, raising and lowering the weight. DO NOT DROP THE WEIGHT. Keep working this one and you will have massive wrists. IT takes time, so keep at it.
