It is called Underbite or a crossbite. And no, you don't need a headgear. The treatment depends on the kind of underbite. If it is a dental underbite, you can get it corrected by extracting some teeth and with braces. The only way to know for sure is to ask your dentist. He/she may refer you to an orthodontist for an evaluation. You have exactly the opposite of what I had. I had to have my lower jaw broken and moved forward while wearing braces. It straightened my teeth and gave me a better bite.
