Mainly, it is caused by economy. Turkey's GDP is not as high as any European country, and not only dental treatment but also any other things are cheaper in Turkey than it is in Europe.
Also in Turkey the Ministry of Health is not so effective in determining a floor or ceiling prices for dental treatment which results in variation of prices in a broad interval. I mean you can find both expensive and very cheap doctors because; to say, one with fame may be demanded at high price levels though he serves in the same quality.
Lastly, you should note that dominant population of Turkey is Muslim and Islam orders its followers to take care of their health [and brush their teeth at least five times a day]. Though much more important principles of Islam such as love, peace, tolerance, and killing no creature under any circumstance are not practiced by Muslims worldwidely, they still continue to practice some other daily life driven rituels.
I'm a Turkish whose father is dentist here in Turkey and assure you that the majority of dentists is careful about sterility but of course there are some serving at poor quality.
