Can a dentist prescribe diluaudid in any circumstance?

there are no drugs that a dentist is forbidden to prescribe if he can prove that it was in his scope of practice. pain meds and hyponotics/anxiolytics are used every day. now if a dentist gives you blood pressure meds then that's not appropriate.
