It is not uncommon in children twins or not to have extra teeth and or missing teeth, I think it is just a coincidence that they happen to be twins, but maybe there is more to that I am not sure. Strange though.
I see this type of thing all the time. In sibbling it's not uncommon for a similar problem to occur in the same area. For example. the same adult tooth is alway under erupted or jammed. or extra teeth. In your case there is a similarity in location. The only difference is in one twin the tooth forming gene worked in the other it didn't but the location is the same. So there is definitely a high probability that it is related, even though the manisfestation is different.
Either Tom is right, as usual, or it's just a weird coincidence. There's no real explanation for this.
Well, your doctor was right in that fraternal twins are like 2 seperate pregnancies. Your children are 2 seperate individuals with different genes, hence from a genetic POV they may be 'wired' to have different number of teeth or have their tooth eruption at different periods of time. Tooth eruption is highly variable.
This apparent 'thievery' may just be a very amusing coincidence :)
