Sorry to say this, because you said not to, but there is no way to find out what's going on without going to your dentist for an x-ray. Look at my picture (to the left there). See the roots inside the bone? You need an x-ray to find out what's going on. An x-ray would show whether or not you even have a permanent tooth to come in to replace the baby tooth. Some people don't. An x-ray would also show whether your permanent tooth is being blocked out or if it is lying down sideways. It is fairly common for people to be missing upper lateral incisors and, considering your age, I'll bet that's the tooth you are talking about. It is also fairly common for the upper cuspids to be impacted (blocked out). It is unusual but not rare for lower second bicupsids (premolars) to be so far out of line that they just don't come in.

if it hasn't came back at all there probably isn't much you can do... I hate to say something you don't want but, you could go to a dentist and MAYBE they can give you like a fake one in its place or something because it should have already came back in.
It wouldn't grow back because it's an adult tooth. Only baby teeth are replaced. By adult teeth!
If you *were* to ask your dentist, he'd probably say, sure, let me put in a replacement one for you. But since you're not going to ask him, then just find a good piece of wood or plastic or something and stick it in your mouth.

Sometimes you can be born "missing" an adult tooth ..I had two like that ...they just were not there in the gums waiting to come down...so I never got them.

If you are really concerned about it ask your dentist (sorry!). I lost a tooth a year ago and it has not came in. Infact my dentist pulled it and sees me once a month for braces and he has not said anything about it so... He even used to think I had 3 sets of teeth!! freaky.
