Possibly. It depends on where the smell originates from. If the person has bad breath from a lung infection, sinus infection, etc. then yes you can smell bad breath through their nose. But if it originates through the mouth, it's less likely.
Brush and floss once a day (ask your dentist/hygienist for proper technique), rinse with an antiseptic mouthwash like Listerine every day, and avoid sticky, sweet, starchy foods. Try this for a couple of weeks and see what happens. If your mouth still smells bad after a couple of weeks, see your dentist.
