Have those people apply for healthcare through the state. There are lots of programs out there for no-income or low-income people. Try HealthFirst, Metro Health Plus, Child Health First..they can get medical, dental and vision for a maximum of $9 a month to no charge at all.
If you live close to Mexico like Brownsville, Nogales, or Matamoros they have an excellent Dentist to help those people that need their teeth fix and they charge half the price than the US.
