i don,t know if young kids can, but i use to work in a facility with stroke, brain injury and spinal injury, and there was a 21 year old girl in there who suffer a mild stroke her one arm was weak and the same side of her body too.
i do know that my freind that was pregant had her baby and they find out that the baby had a stroke while inside the womb. he is now 3 years old and he cant hardly walk and holds his left arm up all the time. he is so sweet though. but yes to your answer.
