It is very, very unlikely to be anything of concern. And that includes some of the helpful suggestions above like tetracyclines, side-effects of antibiotics, fluorosis. The worst suggestion is the idea of fluoride poisoning - absolute nonsense.
Take him along to the dentist when you have your next checkup, and have a fun day of it. A ride in the chair, a stamp on his hand, a sticker ... that sort of thing. It's a good intro for him at this age, and your fears may be alleviated.
you may want to check with a dentist. Do you let him go to bed with a bottle each night (with milk or formula?) It could be signs of bottle rot.
