Most rinses are designed to NOT rinse after wards. They have lasting effects that will be washed away if you rinse with water after wards. There are several different types of 'special liquids'. Are you talking about a Fluoride rinse, mouthwash, or Chlorhexidine rinse? The only rinse I would rinse with water after wards would be Listerine, because it kills the bacteria while you rinse and there is no lasting effect, so you can rinse and calm your mouth down after wards, since it is quite strong! Do not rinse after rinsing with Chlohexidine (PerioGard) because 1.) it will taste horrible, and 2.) it actually stays in your saliva and on your teeth so it has a residual effect. Also do not rinse after any kind of Fluoride rinse because this too has a residual effect.
I would also refrain for eating or drinking anything for at least a half hour after rinsing with any of the above (except mouthwashes like Listerine) so the results are better.

If you mean the floride they give you at the dentist after they clean your teeth, then no. They say not to eat or drink for somewhere around 1/2 hour after you get floride so the floride can actually help and not be washed away.
