I wouldn't recommend having your teeth 'cleaned' by a dentist. But I WOULD recommend a 'cleaning' by a hygienist. That way any tartar would be removed so the whitening will be more even. Then an exam by a dentist will make sure that there aren't any hidden problems that may cause discomfort of pain during the process.
If you are regular in your checkups, you wouldn't have to go in specially before you whiten. You should be okay as long as any treatment diagnosed was completed and you don't build up tartar excessively.

having the hygienist polish all the existing stain from yuor teeth is a great way to begin your bleaching process. it does matter because if you don't ou may end up with teeth bleached unevenly
