At the very base of your tongue, there is the two openings to the submandibular salivary galnd. That can get plugged and inflamed. More likelily, if it is a pustule on the meat of the tongue, it is an inflamed taste bud. Use warm saltwater rinses 4-5 times a day. It will help relieve the blockage of the salivary gland. If it is the inflamed taste bud, it will not matter because it will get better on its own. If it does not get better, see a doctor because it could be mouth cancer. This is specifically true if you chew/smoke tobacco or drink alcohol regularly.

Sounds like a salivary duct. These sometimes get blocked. It might clear by itself, but if it gets sore go to the dentist who can express it for you.
that little piece of tissue is called the frenum. you may have injured it but i seriously doubt it is infected HOWEVER if that white spot does not go away in a few days and you need to leave it alone.go see your dentist to rule out any other type of pathology
