Cause they are weird ppl ignore them or better yet ask them why they do it
ame here i think people try and concentrate on what you are saying to try and remember
cuz maybe they have LD and need to repeat what your saying so they understand... poor peoples.
It's very common.
Some people do this as an OCD affect.

They may not notice it.
It may be something they have to do,
Or they do it because it's familiar
and it helps them remember.
It sometimes helps people to know what your saying if they "say it." Now, if they look like they're mocking you, it may be that they're jerks. Quite possible that you have an accent (just the way you talk) that makes it a little hard to understand, so they're trying to understand the words you're saying. Don't freak about it.it happens a lot.
