Look around the office.The staff should have their license posted somewhere. If not just ask to see.
Is it good or bad to use flouride mouthwash? If bad, why?
Dentists are registered with the State Education Department in the state in which they practice. Go to their website, type in their name, and the license number they were assigned will show up if they are board certified.
Every dentist (DDS, DMD) is board certified, unless they're operating illegally...

You mean "board" certified.
It means that the dentist is certified by an overseeing, authoritative body of his peers to practice in a given location, state, province, etc.
Why not call his receptionist and ASK?
Also. all dentists would have a license posted in or near the waiting room for patients to see
