Nope, but a dentist will use this term. Sometimes they will say, "This cavity is too small and doesn't need to be filled."
Sometimes you can have a cavity that is really tiny (if you can even consider it that, its more like an area that has lost some of its minerals).
If it hasn't gone through the enamel (keep in mind that enamel IS quite thin), there is a chance that if you keep brushing and flossing it, the cavity can stop growing and just stay like that (this is called arrested caries) and they are harmless.
But if it's gone through the enamel (the thin, outer layer), and it often eventually does, it will continue to grow in the soft inner layer of your tooth and get bigger and bigger. It needs to be filled asap as soon as it goes through the enamel.

no, i had a realy small cavity and they drilled it with no meds, and just filled it, it kinda hurt but not really

Actually yes, my dentist told me recently he can see a cavity on one of my teeth, but that it was too small to bother with, and we would just keep an eye on that spot next time I had a checkup. If the cavity isn't deep enough to penetrate the enamel of the tooth, then you don't "have to " have a filling.

No Any size can be filled. If you have a cavity its best that they get filled or else the tooth will continue to decay and later you will lose that teeth and the decay can still spread to your nerve. Then the dentist will probably have to do a root canal.
