Just be thankful you got to see a dentist, I know people who have lived here all their lives who can't get to see one! £16 isn't that much money but if you really want to pursue it, go and see the dentist who charged you and ask about their charging policy

No, you have no right to free dental treatment unless you are insured in which case you should contact your insurance company.

I agree with everyone on this it depends on your insurance, if you have insurance then yes send them your receipts and you should get your money back.
I dont see why you should be able to claim back the charge. You only get free treatment in this country if you are claiming specific UK benefits. Afterall you was treated in this country.

Any student aged 18 (and no older) and in full time education can automatically claim back the charges. Other students get no automatic exemption from payment.
In this case, you can only claim back the charges if you are receiving certain benefits from the UK social security system. These include Income Support, Jobseekers' Allowance, Working Families' Tax Credit and Pension Credit Guarantee Credit. You will also be able to claim the money back if you receive a UK Government certificate entitling you to free dental care. As an overseas student the chances are you won't fall into any of these categories, in which case the answer is no.
