Sounds like it. Especially if hot or cold things, or sugary things can make it hurt. If it always hurts with no other cause...then they are probably pretty deep...not good.
Yes, it is most likely related to your dental decay. The other possible cause is a sinus infection or your sinuses being irritated by allergies. The sinuses sit right on top of the top teeth roots and can sometimes cause pain that people think is teeth related.
