If, by saying it is sitting at the top, do you mean above another tooth? If this is so, you have to have the tooth under it pulled out to make way for the one at the top to come down where it should be. I had a son with this same problem. When the tooth at the top does come down, it will be not quite level with your other teeth straight away, but with time it does work it's way down with the other teeth.
omg dude same exact problem my baby teeth never came out so the permanents were coming out on top so the dentist pulled them out. That was about a year ago and I see progress of them alligning hope that helps =)
