Yes, enamel is always breaking down and being rebuilt. There are specialized cells called ameloblasts which lay down enamel, or the stuff which mineralizes to form enamel. After you eat, the acid produced by bacteria starts eating away at your teeth. When you use antiseptic mouthwash and clean your mouth, you give the teeth a chance to remineralize (rebuild enamel). If they don't have that chance, you eventually get holes in your teeth (cavities).
