First, remove all decayed tooth structure. Be sure to stain the tooth with a caries-detecting dye such as Seek (R) to assure complete removal of the decay. Next, etch the enamel for 20 seconds with a 35% phosphoric acid gel and the dentin for 10 seconds. Then, use a conditioning solution to remove the smear layer and prepare the surface for bonding. Air dry the surface for no more than 3 seconds, but be sure to wait at least 20 seconds for the necessary chemical reaction to occur. Next, apply a bonding agent which will allow the hydrophyllic component to bond to the tooth while the hydrophobic component remains toward the exterior part of the remaining tooth structure. Air dry until there is no more fluid movement (approximately 3-5 seconds). Light cure the tooth with a light providing the correct wavelength of light (see manufacturer's instructions). Apply a layer of composite resin to the tooth no more than 1.5 millimeters thick, and light cure again to cross-link the malleable polymers just placed on the tooth. Apply additional layers of composite resin as needed and light cure them. Trim and polish the tooth and restoration to restore the original form and function of the tooth. Polish the tooth being sure to not heat the surface of the tooth as this may kill the nerve of the tooth and cause severe pain and/or tooth nerve death. Of course, if the decay or fracture has progressed into the nerve of the tooth, you'll have to perform your own root canal, and possibly your own post and core build-up, and possibly your own porcelain-fused-to-metal crown. Instructions for these are a bit more complex, and will require several pages of correspondence. If any of this sounds ridiculous to you, GO SEE A DENTIST.

You should definitely go to the dentist to repair a chipped tooth. I doubt there is any safe way of doing it unprofessionally. The main goal in fixing the chip is not to harm your tooth enamel, therefore, making them weaker.
You don't fix it, you just live with it chipped and wait on it to break further (which is a distinct possibility) then you'll go see your dentist. Save your self some time and expense, see your dentist and have it evaluated and possibly repaired before it breaks further. Good luck!
dentemp os is a good product to use if you have lost a filling, however if you have a badly chipped tooth this may not work. you need to go to the dentist.

you can't really fix a chipped tooth, if you are missing a large portion of your tooth and don't see a dentist your tooth may become rotten and beyond repair.
Borrow some white hair from someone and put it on all of the teeth, so the chip won't be noticable
