Yes, you can obtain your dental records considering they're yours. Does he own his own private practice? You might want to consider talking to another dentist in Britain to see how to assess and fix the problem.
Start with your local PCT (primary care trust) and they will investigate any malpractice and then you can take it from there depending on the results.
With complaints procedures you need to go through the process of starting locally and working your way higher and higher until you get the desired response.

get a lawyer, a malpractice lawyer, but before you go to him, go to your dentist and get a copy of all his records. If they want to know why, tell them you are going to another dentist but take the records, not to another dentist but to the lawyer.

"Cos I was under eighteen and was not paying" Bingo!! Is this dentist supposed to do work for free? Your mouth your responsibility. How in the heck are dentists supposed to make a living if people don't pay them. Seeing a dentist is just like any other service that you receive. You can't go to the store and get groceries and then say I can't pay you right now. Nope it does not work that way. You don't go to get your car fixed by a mechanic and say can you fix my car, but I can't pay you right now. No dice. The dentist should be fuming because you are a person with a sense of entitlement who think that they should get free dental service. Why should you be special in this way? The only person's fault for a Root canal is you. You could have begged, borrowed the money for treatment. If you had an infection in your tooth (abscess) then the only treatment is indeed a root canal or extraction. So you still would have been out the two hundred fifty pounds. Grow up. Take responsibility for your own decisions, and understand life is not free, you have to pay as you go. The sooner that you realize this the better.
Sorry, but there is absolutely NOTHING you can do. Trust me, you are wasting your time trying. You said yourself that you were not paying him. You get infected gums from not taking care of yourself. The dentist did not do that to you. The first dentist did his job by telling you for "YEARS" that you had infections but you CHOSE not to do anything about it! Now the tooth is so bad that you have no choice. There are clinics for people with no money and no insurance - YOU CHOSE NOT TO GO UNTIL YOU HAD A SERIOUS PROBLEM. Thats not the dentist's fault. That's YOUR fault. I suggest having better oral hygiene. Brush your teeth, floss, LISTEN when your dentist tells you that you have an infection, and PAY TO HAVE IT FIXED BEFORE IT GETS WORST! You are the one in control of your oral health. What you can do, is contact local dental schools. Many have programs to assist people that cannot afford needed dental treatment. They charge lower fees than any dentist you will come across AND most offer payment arrangements.
Also, your dental records are property of the dental office. They do not have to give them to you.
