Tartare sauce has an 'e' on the end and in australia we say the two words differently so I think they are just completely unrelated words..
Different spelling and different meaning.

Tooth tartar, is calcified plaque (the soft stuff on teeth when you dont brush) plaque goes hard which is tartar which can only be removed by scaling from the dentist.

Tartare sauce is something you eat with meals, usually fish.
