If it's for a newborn, all that happens is a little snip with scissors and a rip to make it the correct length. A doctor would do that in a few minutes without much fuss. My guess is that it would be reasonably inexpensive.
For an adult to have it done, there are many more things to do. Blood vessels have formed between the mouth floor and tongue, running through the frenulum. It becomes much more involved and hazardous. This procedure would be like regular surgery (expensive).
