retainers retain straight teeth. i had an underbite and had to get braces for it. it was completely fixed after just a month or so of wearing rubber bands, so it is fixable. for an underbite youll probably be given an expander which is a real mfer for the first month. surgery is rare, my orthodontist was gonna have me do that, but my rubber bands worked since i wore them correctly. a lot of ppl refuse to wear rubber bands and have to wear braces an extended period of time. but if you just get over the initial week of pain and advils, the bands will fix up your bite in no time.
Retainers only keep your already straightened teeth in their correct position. They can't change your bite, so you would still have an underbite. You need to talk to your dentist or orthodontist about treatment options for your underbite. it varies depending on the severity.

If the cause of your "underbite" (do you mean cross bite?) is that your upper teeth are angled inwards, then a retainer might help. My brother had a cross bite and they were able to fix his with dental crowns.
I also have a cross bite and mine is because of the bone, not tooth positioning. I had a retainer as a child and it didn't help. I was going to have corrective surgery but changed my mind. For me they were going to break my palette and screw it in a new position. They were also going to break my jaw and screw it into a new position. I also had to have braces.
Since someone mentioned it. They don't wire your mouth shut, they use screws in the bone.
