Unfortunately you cannot whiten with braces on. The whitening agent will not be able to get under where the brackets have been cemented onto the teeth. If you do use a product you run the risk of have different colored rectangles on the center of your teeth when the brackets are removed. Once you braces are removed have your teeth cleaned and then whiten them. Sorry I don't have any other options for you!

Don't with the braces on. Wait until they are off. Why? The brackets are in the way, which would be like painting the walls white around the picture on the wall. Wait, until they are off, to consider brightening up the teeth.
I wouldn't do that. You're likely to have etching where the braces are that you may not be able to match up later. Basically, you'd have whiter teeth around your braces, and when they take the braces off, you'll be able to "see" where the braces were, because it will literally be a different color. Wait until after the braces come off, then you can do them evenly and all at once.
You can't because after you take off your braces you will have different shades on your teeth.
