A staring gaze is just that. When you or someone else is staring at someone, and a gaze means to look. It means you are staring at something intently.
You may be talking about exophthalmos, a condition which tends to occur in hyperthyroidism. In this condition, the patients eyes appear bulging and staring, and you can see the whites of the eyes all around the iris (normally, you shouldn't see any white above the iris).
