If you are trying to lose weight, then cardio is the best for burning fat. eg. Running, swimming, aerobics, cycling etc. If you want to build and strengthen the stomach, then do 300-500 crunches a day. Crunches alone will not burn fat or tone the stomach though. You have to sweat to tone up.
