Is this someone you currently know, or just in general looking for a best friend? In either case, I have found that people are most attracted to people who are having fun- no one wants to be around a whiner. So have fun (Or at least appear to), no matter where you are or what the circumstances. And be a friend (cliche, I know)- think of what you'd like someone to do for you and then do it first. BE really proactive.
