are there free/government programs to get therapy for someone with bipolar disorder and sociopathic tendencies

Question: my brother has no reliable income to pay for therapy and is unable to work due to his condition we need to know if there are ANY free programs to help him what steps should i take if he is unwilling to help himself and is a danger to others
