Well if you're thinking in terms of the USA, I think because at this point, the government would essentially have to admit they were wrong all these years. And our gov't isn't too good at doing that.
There's also too many people in society who still believe it's too harmful of a substance to legalize. What's more likely to happen (eventually) is what's occurred in places like the U.K., whereby it's essentially been "de-criminalized." In other words, possession would involve a fine, rather than jail time.
Because not enough pot heads are in office or not enough pot heads vote. Imagine all of the tax money that could be saved if it were legal.
Do some research on a guy by the name of Henry Anslinger
His full of bull reports made in the name of the government many years ago and the government's rapid sigh off on these reports before they could be verified (which they can't be) is the reason that the government has been heavy duty in defending it's position on the subjest for decades.....they took Anslinger at his word---he was full of crap---the government had signed off on his "findings" and have been standing by that false premise to this day to keep from looking like the idiots that they are !!!

because the law making drugs illegal is to hard to change most of the people in goverment would have to vote for it and thats not going to happen because the legal process to change it is too difficult just for this reason - first many major cities would have to vote and legilize it then the state the cities are in would have to vote and legilize it then over half the states would have to legilize it first before congress would even think about it then senate and house of reps would vote on it to see if they could make it into a bill then they would have to give it the president in wich it would probaly be pocket vetoed so congress would have to overide his veto and this whole dance here would take many many many many many many many years soo that is y

The government makes alot more money with it staying illegal
Currently, pot is the drug that hurts the most people. Totally destroys their lives. There is a massive conspiracy to try and trick people into thinking there is nothing wrong with it. The point is to hurt them.
Luckily, we have laws to prevent the worst of this. As in, if you get caught doing this, the cops will hit you over the head and put you in a cage where you will be forced to stop victimizing people.
