Question:

Answers:
No. But you can use a fewdrops diluted in another oil, like almond oil or jajoba or coconut oil...

Other Answers:
Tea Tree Oil and Lavender are the only Essential Oils which can be applied directly on the skin "neat" (or undiluted) and therefore don't require a Carrier Oil. -> so in this case you can just apply it directly. However I think you should apply a bit on the persons skin and wait for skin reactions, just in case.

As for general (I had this written already so I'll just leave it here :)
By pure I assume you are talking about an essential oil. If so you should not use it pure, but diluted with a carrier oil before applying to skin, because carriers, unlike essential oils, do not have a concentrated aroma nor do they evaporate like them.
Some carrier oils:
- Sweet almond
- Grape seed
- Avocado
- Olive oil
- Sesame
- Evening primrose
- Sunflower
- Jojoba oil
- Walnut
- Peanut
- Pecan
- Macadamia nut
Besides, if you use an essential oil directly to skin, without carrier oil, will have adverse effects.
As for amounts, this is what I found:
- 1 drop of essential oil = 1 tsp of carrier oil for 1% dilution. 2 drops essential oil to 1 tsp of carrier oil = 2% dilution and so on.
- for every 1/2 oz. (1 tablespoon) of Carrier Oil, you'll want about 9 drops of Essential Oil(s)
No. Pure tea tree oil is quite caustic. Many people think they are buying pure oil, when it's actually diluted down 20:1. Even then it will probably inflame the skin, possibly even causing a caustic burn.

To get the benefits of tea tree oil you only need a very small amount, and use a carrier oil (any will do). You only need a few drops for the whole massage.
i'd dilute it with another oil, like almond or sunflower oil, pure oils can be irritating on certain skin types
