To expand on Kelly's answer, they're leaveners. They cause the dough to rise, somewhat like what yeast does in bread. They are somewhat alkaline, so it's not unusual to find similar ingredients in antacids. In fact, an old home remedy for an upset stomach is to mix baking soda with water and drink it. I've tried it; it works, but tastes terrible! They're big words, but perfectly harmless and very necessary! You'd have rocks for cookies otherwise!
