He/she will first evaluate you to see how much potential growing you still have and what your current levels of HGH are. If the "growth plates" in your bones are still there, more growth is possible. The question is what do you consider very short? If you are well under five feet tall, then you are really short. Since you are already 17 years old and if you have already gone through puberty you are very unlikely to grow any taller. You really should see a doctor if you are really concerned.
Growth hormone will probably work but you can't get this over the counter. It is by prescription and is extremely expensive.
My daughter has Turner's Syndrome which is the reason for her short stature. I'm not saying you have Turner's Syndrome but there may be a reason for your height that only a doctor can determine. She was on growth hormone for a few years and increased her height by about 5 inches. She is now about 5 feet, one inch tall. Without the growth hormone she would have probably grown to only 4 feet, 8 inches. You might try Zinc. I was told when i was 11 that I'd only be 5'9 as an adult then hearing that they gave zinc to pygmies i started taking it. Well I grew to 6', but i'm not sure if your past your growing stage.
